For suppliers in the Netherlands, if the fiscal representative is in the Netherlands, the representative's address (ram:SellerTaxRepresentativeTradeParty/ram:PostalTradeAddress) MUST contain street name (ram:LineOne), city (ram:CityName) and post code (ram:PostcodeCode)

What does this rule mean?

A Dutch tax representative address is incomplete.

The tax representative needs street name, city and post code as well.

Syntax: CII · UBL

The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
