What does this rule mean?
The sum of charges (BT-108) has more than two decimals.
The standard carries payable amounts at two decimals — a third one is an amount nobody can transfer, and it tips every later total.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
