What does this rule mean?
The contract reference (BT-12) is missing.
On a Clean Vehicles Directive (CVD) invoice XRechnung requires the contract reference so the purchase can be tied to the contract that has to be reported.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
