Each Item attribute (BG-32) shall contain an Item attribute name (BT-160) and an Item attribute value (BT-161).
What does this rule mean?
An item attribute (BG-32) is missing its name (BT-160) or value (BT-161).
An item attribute must always be a name/value pair.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
