An Invoice shall have a Specification identifier (BT-24).
What does this rule mean?
The invoice is missing the specification identifier (BT-24, "CustomizationID").
It tells the receiver which standard/profile (e.g. XRechnung 3.0) the invoice follows — without it they cannot read it correctly.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
