The payment instructions (BG-16) lack the payment means code (BT-81).
The payment instruction must state how payment is made (UNTDID 4461, e.g. 58 SEPA credit transfer).

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
