What does this rule mean?
An invoice line is missing the unit of measure (BT-130).
The quantity needs its unit as a UN/ECE code (e.g. H87 piece, HUR hour).

An Invoice line (BG-25) shall have an Invoiced quantity unit of measure code (BT-130).
Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
