What does this rule mean?

The unit of the price base quantity differs from the invoiced quantity unit (BT-130).

Price and quantity must refer to the same unit, otherwise the line arithmetic is meaningless (pieces against hours).

Syntax: CII · UBL

The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
