The price base quantity is zero or negative.
The base quantity says how many units the net price applies to — it must be strictly greater than zero, otherwise the price cannot be resolved.

Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
