What does this rule mean?
The buyer electronic address (BT-49) is missing.
Without the receiver EndpointID the Peppol network cannot deliver the invoice — it is the address, not a nice-to-have.

Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
