What does this rule mean?
A country code is not from the ISO 3166-1 (alpha-2) list.
Countries must be given as the two-letter ISO code (e.g. DE, AT, FR) — not a name or a three-letter code.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.

A wrong code-list value. A tool can suggest a valid code, but you confirm the correct one.
Use the two-letter ISO code. Beleggo proposes the right one (e.g. "Germany" → DE).
